The San Diego County Film Commission

Vision. Oversight. Accountability.

The Film Commission is the leadership body behind the San Diego County Film Initiative. Its job is to guide the big-picture strategy—making sure the system works, the public benefits, and San Diego remains competitive as a destination for film, television, digital media production and more.

What does the Film Commission do?

  • Sets regional priorities for how San Diego County grows its film economy.

  • Advises the County Board of Supervisors and helps align cities under a unified, film-friendly strategy.

  • Ensures community benefit, reviewing how rebate funds are used, how workforce pipelines are developed, and how neighborhoods are affected.

  • Works across sectors—from industry to education to local workforce groups—to create long-term value, not short-term deals.

The Commission acts as both a guardian of public investment and a champion for local opportunity. It helps connect what the public cares about—jobs, small business, equity, accountability—to how film policy is written and implemented.

How does it operate?

  • It meets regularly to review reports from the Film Office and oversee the performance of the SDVibe rebate program.

  • It makes recommendations to the County on program updates, budget adjustments, and regional coordination.

  • It works hand-in-hand with cities, unions, schools, and private industry to ensure the system is working at every level.

Why it matters:

Without a dedicated, informed, and balanced Commission, the initiative would lack structure and direction. The Film Commission keeps the system fair, transparent, and focused on San Diego County’s long-term growth—not just chasing the next big production.
